United Press Association.—By Electric Telegraph,—Copyright. Eeceived February 8, 8.10 a.m. Constantinople, February 7. The Porte has resolved to accept Russia’s proposal. The principle of the counter proposals to bejsnbmitted the Balkan Conference is viewed Very unfavourably in Russia. Owing to quarrels with the Ottoman and Deutche Bank the Turkish Government is in urgent need of money, and is already discounting part of the money from Austria and New York.
