United Press Association.— By Electric Telegiaph.—Copyright. St. Petersburg, -February 3. There, is great excitement in Enssia and France over she Lopukhin affair. The Houma re-assembled, interpellated the Government respecting the welfare of the secret police and called attention to Azeff’s duality as agent of the secret police aud Terrorist, and alleging that Lopukhin’s arrest is intended to stifle farther revelations contrary to the 1 Government’s accusation that Lopukhin was the instigator of Azeff’s other crimes.
