THE CAPITAL SITE QUESTION.

The tension in the South African Convention continues and several delegates threaten to leave. Neither the Transvaal or the Cape are prepared to give way. The main chance for a successful conclusion seems compromise, Capetown becoming the legislative capital with the Federal Parliament, and Pretoria the administrative capital with the Civil Service, and Bloemfontein the headquarters of the judiciary.
