NEW SCHEME PROPOSED. United Press Association—By Electric Telegraph—Copyright. London, February 3. Earl Roberts, the Duke of Wellington, Earl of Meath, Lord Milner, Viscount Onrzon and Lord Raglan, on behalf of the National Service League, propose that all youths between 18 and 21 years should spend four months in camp, to be followed by a musketry course and a fortnight’s camp every year for three years. It is estimated that the territorial army will thus be increased within four years to 490,000, with 150,000 recruits annually, and eventually a reserve of 600,000 wjll be formed at an annual cost of four millions sterling. Referring to the present territorial force, they state that it does not provide sufficient men for peace training, and it would be hopelessly inadequate in the event of war, and the ’harden it imposes on the people is unfair in its incidence.
