Received January 33, 8.56 a.m. London, January 31. Mr E. T. Scanuell, a Westralian immigration lecturer, in the'course of a lecture at the United Service Institution, advocated the £ commutation of naval and military pensions before the age of 50, enabling pensioners to provide capital to settle on land in the colonies. Mr Soannell outlined a scheme dealing with the finance of the proposal and the safeguards protecting the permanent interests of pensioners. He insisted that the co-operation of Colonial Governments was essential to the success of the scheme. The discussion which followed the address elicited a good deal of approval of the proposal.
