The Grand Vizier informed the Turkish Chamber that German instructors had been engaged to reorganise the army, and British officers to reorganise the navy. It was necessary to revise the constitution, making it more in conformity with the country’s needs. The Government considered that the new regime had completely changed the aspect of the Macedonian problem, and expressed the hope of an immediate solution of the Bosnian-Herzegovina difficulty. He also hoped for a favourable issue of the situation with Bulgaria and anticipated a solution of the Cretan question with the cooperation of the protecting Powers on the basis of maintaining and safeguarding Turkish rights.

The Chamber voted confidence in the Cabinet.
