Milovinovitoh, Minister of Foreign Affairs, made a speech in the Servian Parliament, practically telling Austria she had no rightful status in the Balkans and accusing Austria of making slaves of her two annexed Servian countries.

The speech has provoked general resentment in Austria and M. Forgaoh, Austrian Minister at Belgrade, has been instructed to inquire whether the last named remark was correctly reported, if so to demand ample apology or in the event of no apology he will quit Belgrade.
