Lord Milner delivered an address at the Royal Colonial Institute upon the better organisation of the Empire. He remarked that besides closer union and co-operation with the self-governing colonies, another object was the retention and development of the dependent Empire, especially of India, which would probably always be the greatest of our possessions. They should interest the self-governing states in the affairs of the dependent Empire. He instanced the attitude of the colonies towards the coloured races, as one of the dangers due to colonial acquaintance with the dependent Empire being so limited. He added Jthat some form of Imperial Council, purely deliberative at first, was needed to correlate efforts made fto solve problems of common interest.
