Berlin, Jane 16. ‘ The Dormund Zeitung reports that the Kaiser, after inspecting the cavalry at Doebreitz, remarked : It looks as if they were trying to encircle and bring ns to bay, bafc we can bear that. A German' never fought better than when defending himself on all sides. Let them all come. We are ready. The Berliner Tageblatt says that while the above text of the remarks is not authentic the Kaiser expressed himself in a similar sense in connection with a discussion on millitary topics. A DISQUIETING SPEECH. Received June 17, 8.30 a.m. London, June 16 The Berlin correspondent of the Daily Telegraph is authorised to state that Government sees in the cordiality of meeting of King Edward and the Czar at Reval, neither a change in the political situation nor a cause of umbrage. He adds that the Kaiser’s speech nevertheless has had a ’disquieting effect, and is responsible for a nervous tone on the Bourse. Berlin, June 16. The Berliner Tageblatt says that the Kaiser’s words are in direct contradiction to Germany’s actual foreign policy.
