United Press Associaion.— By Electric Telegraph.—Copyright. London, June 16. A Blue Book dealing with the Congo shows that as a result of Sir Edward Grey’s efforts, Belgium promised satisfactory reforms in the Congo State, including equality of trading. As regards other stipulations and treaties, Sir E. Grey emphasised that the Congo State had not fulfilled the objects for which it was originally organised or the conditions of the treaties. He described the system of taxation by forced labour as slavery. DROWNED OR EATEN— A CHOICE. 8 The steamer Ville de Bruges was wrecked on the Congo river. Seventy natives were drowned. Of a number of Europeans who swam ashore, four were eaten by cannibals.
