KIWITEA COUNTY COUNCIL.

A special meeting of the Kiwitea County Council was held on Saturday. Present: Ors Carman (chairman), Hocklej, Fowler, Bruce, McIntyre, McNeil, Morton, and Guthrie. It was decided to take the estimates into consideration item by item, in conjunction with the Engineer’s estimates for eachßiding, and the following.was the result : Estimates of receipt and expenditure for the year 1908-9 : RECEIPTS.

EXPENDITURE.

In the matter of striking a rate the chairman handed in the protest of the meeting of ratepayers at Waituna against uniform rating, and advocated the striking of %d in the £ rate. Or. Bruce advocated a reduction of the rate. On the motion of Or. Hockley it was decided to strike a rate of %d over the whole county. The Engineer, Or. Mclntyre and the Chairman of the Works Committee were authorised to communicate with the Roads Department in reference to .the completion of the Mangoira road. ORDINARY MEETING. The same members were present. Correspondence was dealt with as follows : From W. Smith, withdrawing his order in favour of Johnston & Son.'— Matter held over. Prom Arthur Rose, stating that Mangoira road was in a bad state.— Mr Rose to be asked to repair it. Prom G. W. R. Evans, asking that Council drain through his orchard be widened and regraded.- Engineer to report. From A. Whitehead, giving Council names of persons who had taken from roads. From R. O. Powell, Rewa, stating that he pays his heavy traffic license fees to the’Rangitikei County Council. —Application to be made for division of fees.

From the Attorney of J. R. MacLennan, consenting to grant to allow metal to be taken from his land free of cost for the end of Williamson’s line fronting his property. From M. O. Severn, Waituna West, offering 10s per annum for lease of From Waituna Timber Co., asking whether it will he necessary to take out heavy traffic license. —Reply yes. From S. McMillan, complaining of the heavy license fee charged.— To be reduced to £9 as he had carted but one load this year. ENGINEERS’ REPORT. The Engineer reported:—l beg to report on progress of contracts as follows: — No. 54: Metalling 220 chains of Kawhatau Road completed, but final inspection not made. 55: Forming and cnlverting 48 chains of Umutoi road, completed. 61 : Metalling 80 chains of Waipnru road. Good progress made considering the unfavourable weather. 62: Forming and culverting 170 chains of Lagoon road. Work proceeding satisfactorily. 63. Metalling 20 chains of Mangapapa road. Nothing done. 64 : Metalling 112 chains of Kawhatau; road will be completed in a few days. 65. : Delivery of metal in Cheltenham Riding. Work in progress. 66 : Maintenance metal on Haynes, Perry & Mcßeth’s roads. Will be commenced on Monday next.

67: Metalling on Kimbolton Road, Kiwitea Riding. Contractor makes good progress when the weather permits, but very little rain stops the work owing to steep grade of road from pit. 68: Maintenance metal on Sinclair’s and "Williamson’s east roads, Nothing done. Contractor at'present working on Cheltenham Cross road. 69 : Delivery of maintenance metal on Williamson’s “Wilson’s and Ben son’s roads. Work in progress. 71. : Maintenance metal on Waituna Valley road. Not commenced ; contractor working on Benson’s line. 73 : Delivery of metal on Mackey’s and Kiwitea-Tapnae roads; nothing done. 78 : Delivery of metal on Kimboltonand Junction roads ; completed. 74; Delivery of metal on Oroua Valley and other roads. Completed. 76: Maintenance metal on Forest road; proceeding" slowly. 77 ; Maintenance metal on Kimbolton and Pukenmu roads, Kangiwahia. Work in progress. 79 : Delivery of metal on Te Para Para and Apiti Main South road. Nothing done, contractor working on Kimbolton road; he hasalso con-

tract 80 for metaling on 'the Mangawharariki roaji.

81: Maintenance "metal on Mangawharariki road. The contractor is about finished on the Kawhatau road and should be able to start this work very soon. 82 : Delivery of maintenance metal on Kawhatau road. Yfork in ju’ogress. 88 and 84: Maintenance metal on Pakihikura road. Nothing done. The latter contract has been let to Mr R. P. Jensen since last meeting. 85: Metalling 60 chains of Apiti Main South road. No work done. The contractor for Marton Block bridge has not yet signed the contract, but he wrote to say he would be in Kimbolton this week.

The wet weather caused a good many slips on the Kawhatau road, which will have to bo cleared as soon as possible to save the metal. I would respectfully recommend that a man be engaged for this length of road for six mouths as there is always a difficulty iu obtaining casual labour when required. Three culverts on the Pakihikura road have broken through, and will have to be renewed, the timber being rotten. lam getting the metalling contractor to widen the embankment on Mackay’s line ; this work would have been done before this had drays and men been available. The timber for redecking bridge near Waituna has been delivered. OTHER BUSINESS.

On the motion of Or. Guthrie, seconded by Or. Hockley, it was resolved, that in order that the Council may be enabled to prosecute stock-owners who allow |their stock to stray on the roads the overseer be instructed to at once report all cases that come under his notice. It was resolved— That Mr S. Price be notified that it will be necessary for him to take out a license for heavy traffic. That Mr-A. Gower be informed that the Council’s charge for firewood on Park road was £at the rate of Is for rimu and matai and 3s per cord for mairi and rata. Mr R. Taylor waited on the Council in reference to the construction of the road leading to his property the thirds for which had been wrongly spent. It was resolved—

That the Engineer be instrutced to see Messrs Taylor & Larsen with a view to their laying before this Council a definite plan for forming and metalling Taylor’s road.

That for contract No. 85A be accepted and that the accepting of T. Brady’s tender for contract No. 87 be left in the hands of the chairman and Engineer to deal with.

That the Overseer be instructed to request owners of goods ileft on the junction of Perry’s and |Kimbolton roads to remove same at once, and the practice of [leaving goods on road will have to be discontinued, otherwise legal proceedings will be taken. That this Council [is prepared to assist the Pohangina County Council in erecting the London’s at a cost not to exceed £2500, and this asssitance is offered under the belief that the Government will grant a subsidy of £ for £ raised locally and it is further to be understood that this assistance is offered under the award of the late Commissioner.

And that this Council will join with Pohangina County in sending a deuptation to interview the Minister in this matter. Th chairman was appointed the delegate of the Council to the Minister.

The following transfers were agreed to :—Lot 12, block XIV., Apiti, F. Fanthorpe to New Zealand Loan & Mercantile Co. ; sections 255 and 256, Kiwitea, L. E. Jackson to S. Hall; section 81, Kimboltou township, P. Nesdale to Archbishop Redwood ; section 24, Kimbolton, R. Blacking, to H. Baggius; section 19, Apiti, R. Pratt to F. Pussell; section 217 and 218, Kiwitea, J. R. Johnston to E. E. Johnston. FINANCE. The County Clerk reported that since last meeting the following amounts had been received :—Rates, etc., £144 17s 7d; Kimbolton cemetery £1 17s 6d. The general account at the bank stands with a credit balance of £773 11s lid, and the accounts to be passed for payment amount to £2116 6s 3d, viz., general account £1720 11s sd, land fund account £5, loans £390 14s ipd.
