London, April 9. , Lord Laqsdowne, speaking at the Conservative Club, said the Government’s Bills were tainted with a spirit of vindictiveness and were opposed the general well-being. Their financial policy was likely to bring them to serious grief. He hoped they would learn, from recent bye-elections, of the country’s disillusionment. A new Government had a great chance. The Unionists were willing to deal with education and temperance on moderate and reasonable lines. They were ready to examine carefully, not obstructively, any proposals conceived in a just and moderate spirit. MR ASQUITH. It is officially announced that Mr Asquith’s resignation as Chancellor of the Exchequer has been accepted. He kissed hands on receiving his appointment as Premier and First Lord of the Treasury. KISSING HANDS. A NEW DEPARTURE. Received April 10, B.S a.m. London, April 9. " King Edward will return from Biarritz on the IGth, an earlier date than was expected. The Times declared that the ceremony of Mr Asquith kissing hands at Biarritz was a wide departure from hitherto unbroken precedent. Perhaps it was a picturesque and graceful tribute to the reality of the entente, that King Edward and Mr Asquith were so much at home’ in France, but every one with sound knowledge of our political system must hope that the precedent will not be repeated except in cases of necessity.
