A Blue Book issued ,shows that the rapprochement Cof the Russian and British plans dealing with Macedonia are slowly progressing, but as the Russian Minister of Foreign Affairs forgets the fact that civil reforms are starved for lack’of funds, Earl Grey proposed that civil needs be the first charge on the Macedonia budget and the balance handed to the Porte. The present deficit must he made good, otherwise Britain will withdraw its conditional sanction of a 3 per cent, increase in the Customs. ' The -Times says that while the deficit in the Macedonian budget is three hundred thousand sterling, negotiations have been renewed for heavy commitments on the part of Turkey for the construction of three fresh sections of the Baghdad railway.
