DELAY MESSAGES WILFULLY,

Press Association—Copyright. Received April 6, 8.50 a.m. Calcutta, April 5. Telegraph operators in India, dissatisfied with the regulations introduced by Mr Newlands, an expert lent by the Britsih Post Office, wilfully delayed messages. Two thousand telegrams were . stopped at Rangoon and cablegrams from Europe via Teheran were seriously delayed at Karachi and onwards.
