DIFFERENTIAL RATING.
DISCUSSED BY RANGITIKEI COUNCIL.
The question of differential rating in Rangitikei County was discussed at the monthly meeting of the Council on Saturday. It was pointed out that differential rating was the only legal form of rating, but that if all county roads were declared by special order to be main roads, the cost of maintenance could be made a charge against the general account.
Legal opinion went to show that the general rates must be levied separately in each Riding, whether or not of varying amounts. The expenditure for general liabilities, management and statutory contributions is first provided for, and then the balance of the rate is spent in each Riding, which means that the cost of maintaining ordinary country roads therein must be borne by the Riding. The Chairman expressed the opinion that maintenance of large bridges should be made a charge on the general rate. Cr. Canton objected to altering the system of rating. The Chairman gave notice of motion “That all bridges in the County of 30 feet in length and over, be made a charge on the general account. ’ ’ { The Engineer pointed out some difficulty would be experienced in adjusting coat of machinery and working plant, as they were used in different Ridings. It was therefore decided to charge these items to the general account. Further consideration was deferred till next Council meeting, when the Chairman’s motion will be brought forward.
