German newspapers admit that Mr Tower, at the Kaiser’s instance, conveyed to Washington certain objections to Dr. Hill based on the fact that his private means were insufficient to enable him to-' maintain America’s prestige in Berlin. Received April 1, 11.14 a.m. New York, March 31.
The German Ambassador at Washington, declares that the Dr. Hill incident arose through gossipy distortion of a casual conversation, and there had been no change in the Kaiser’s attitude towards Dr. Hill. Nevertheless public feeling in America is perturbed. The New York World says it is an indiscretion like the Kruger telegram, and the Tangier speech, and the subsequent war scare in Europe. Lord Tweedmouth’s letter and Dr, Hill’s affair might convince the Kaiser that he should keep a level headed diplomatist at his elbow, or restrict his activity where Germany’s foreign interests are likely to suffer from his personal impulsiveness.
