Press Association —Copyright. Received March 25, 8.2 a.m. New York, March 34. In the United States House Mr Hepburn introduced a Government Bill to allow reasonable pooling and rings under certain cirumstauces and to legalise the formation of trade combinations and trusts.
The preamble declares that it is not intended to prohibit workmen striking nor employers combining to obtain labour on satisfactory terms.
