M. Stolypin has warned the Duma that their refusal to vote for the naval construction scheme will be detrimental to Russia’s international position, and will be a step backwards, which will be dangerous in the present competition of the nations. GENERAL STOESSEL. The Czar has commuted General Stoessels’ death sentence to imprisonment in a fortress for ten years, with exclusion from military service, and loss of rank.
