Herr von Rath, retired Councillor of Legation, in an article in a newspaper, naively declares that Germany’s hope of so modifying her naval inferiority to Britain as that in the event of a struggle this would not be hopeless is based upon the anticipation that British Liberals will build fewer ships in view of the requirements of their social policy.
