ALLEGED CRUELTY TO NATIVES.

The report of the Commissioners appointed to inquire into certain charges agauist the Canning expedition of 1906 has been -considered by Cabinet. The Commissioners held that compulsion and cruel captivity by chaining natives under any circumstances was unlawful; that want of thought was shown by members of the expedition; that the connection method adopted in one instance was absolutely unjustifiable. The charges of immorality with native women which had since been withdrawn were absolutely unfounded. The deaths which took place on the previous expeditious would probably not have occurred had natives been used to show the wells. The Commissioners referred to previous instances where the practice of chaining’uatives to compel them to show water had|b3en resorted to, and states that Canning sought to ensure the safety of the members of his party by acting as he did.
