London, Doc. < - >. The Times's Berlin correspondent suggests that Prince Buelow wished an opportunity to crack the Government whip before the really serious finance and other matters were discussed. It secures the Bloc's binding confession of faith, and throws on them the responsibility of the crisis. This safeguards his own position. The uproar for the rest of the sitting of the Reichstag was so great that the Imperial estimates and the new Navy Bill were read a first time without discussion.
The Bill proposing renewal of the favored nation treatment of the British Empire was read a first and second time. It is understood that all parties favored this Bill.
