Per Press Association.—Copyright. Received Deo. 5 8,55 a.m. Brussels, December .4. A Bill ratifying the annexation of the Congo has been referred to the Committee of the Chamber. A local newspaper declares that the Grown Domain will be treated as a separate concern, administered by an official appointed by Government. Ho will submit a report annually. Tho Domain will not bo a State within a State, but amenable to the laws of the country, and the j Chamber will eventually be able to modify its organisation.
