Per Press Association.— Copyright. Paris. November 27. M. Chaumet, who was appointed to report on' the French naval estimates, reports that a complete organic. reformation, of tho navy is imperative. Ho recommends tho appointment of an extra Parliamentary Commission, chiefly consisting of Admirals, to prepare a plan of reorganisation, which will form the basis of the Government measure.
