Prps.s Associate on—Copyright. St. Petersburg, November The Duma lias opened at Taurine Palace. There was no public enthusiasm. The Czar sent a message hoping the Douma -would usher in a regenerated order of Government. Homiakoli was elected President. He urged a policy of pacification.
