Per Press Association. Wellington, October 30 . In the Council, which met at 2.30 p.m., the Land and Income Tax Rill (annual measure) was put through all its stages. The Public Bodies Act Amendment Bill and the Town Districts Act Amendment Bill were read for the first time. The following local Bills wore put through their final stages: —Pctono Water Supply and Conservation Bill, Tara' aki Botanical Garden Bill, Wangayni Harbour Bill, Levin Borough Vesting and Empowering Gill, Whangamomoua County Bill, Thames Harbour Board Bill, Tapanui Hospital Reserve Vesting Bill, Otago Harbour Board Empowering Bill, ai d Waitara Harbour Bill wore put forward for committal. The Hon. Mr Samuel delivered a long speech on the motion to go into Committee. Ho was still speaking when the Council adjourned at 5 p.m until 8 p.m. In the House of Representatives the Native Laud Bill was introduced by Governor’s message, read a first time, and referred to the Native Lands Committee.

The Fire Brigades Bill from the Council was road a first time. The Premier, replying to Mr Massey, staled that the Public Works Estimates would not bo brought down until about fourteen days hence. The House adjourned at 5.00 p.m. On resuming at 8 p.m. the Council continued the debate on the Waitara Harbour Bill unlil 11.15 p.m., when the Bill was committed and the Council rose. On the House resuming at 7 30 p.m. amendments made to the Pure Food Bill by the Council were agreed to. The Loans to LocaL-Bodies Act Amendment Bill, Government Advances to Settlers Act Amendment Bill, and Post Office Funds Investment Bill were' introduced by Governor’s message and read a first time. The Premier moved the third reading of the National Endowment Bill. After the telegraph office closed the Premier referred to the amendment moved by Mr Wilford, who desired to give power to sell rural endowments and to devote the proceeds to the purchase of town lands for similar purposes. If that had been carried he declaed it would have been tho destruction of tho endowment proposals of the Government and ho deprecated adverse motions coming from members of his own party., On the whole he congratulated the! party and the country on the result j that had been attained. I

The Premier: I believe the country is behind the party and recognises that we are doing the best in the interests of the country. ■ Mr Wilford, as a personal explanation, said that when ho drafted the motion he took it to tho Premier and Minister for Lauds, ..who both said they could not accept it. He then placed it on the Order Paper and did not approach any member to support him. He added that if any member had lobbied for tire proposal it would have been carried, further more Government supporters fol lowed him into tho lobby than Opposition members.
