Sir Wilfred Laurior, in a message asking (ho British Ambassador at Tokio to convey to tho Mikado Canada's sincere regret for the Vancouver disturbances, and an assurance that tho utmost efforts will be made to prevent a recurrence, mentioned the existence amoust the people of the Pacific coast of strong racial prejudice, which, though greatly to be regretted, must be taken into consideration by all who desire to cultivate the best relations between Canada and the Orient. The Mikado sent a cordial reply.
