■-. Press Association —Copyright The Hague* October 8. The Committee of the Peace Conference by 31 to nine adopted the proposals as a whole concerning compulsory arbitration. Japan and Italy abstained from voting. It is generally expected that some compromise proposal will be submitted at a plenary sitting of tho Conference with a view to assuring unanimity.
