Sir Antony Mac Donnell, addressing members of the congested districts commission at Castlere, declared that cattle driving hampered the efforts of Government in purchasing land. If owners were not allowed to let the lands before they sold it would be an end of all law and order. Government was bound to prevent (incitements to cattle driving.
