Dr Turpin, the discoverer of melinite, offers to reveal to the Hague Conference a method of rendering it harmless at will for torpedoes and sunken mines. The Hague correspondent of the Times says that excepting in connection with the Prize Court scheme every question of maritime law and usuage that has come before the Conference reveals the most striking and significant divergence between Britain and Germany.
Tho latter desires to revolutionise the whole theory of maritime law and usage against the interest of Britain and of neutral shipping.
