The Navigation Bill has been introduced in tho Senate. One provision is that no foreign ship must engage in coastal trade without a license, 1 under I a penalty of £SOO. Ships registered in or sailing under a foreign flag may be exempted from the provision as to license if satisfaction is “iveu that by law of tne country wherein they are registered British ships may engage in the coasting trade there without a license and as freely as ships under that country’s flag. Tho _ Bill provides that seamen engaged in tho "coastal trade must receive wages at rate ruling in Australia, and must be paid before departure from Australia.
