Mr Morley has approved Gupta, a Hindu, and Bilgrams, a Mahomedau, who are the first Indian natives to become members of the Council of India. Both arc important public servants.

Extreme Indian nationalist papers unite in a chorus of fierce denunciation of Mr Ivlorloy’s reforms, fearing they may tend to limit the influence of the lawyer element. Boycotting in Bengal is steadily declining.
