At the Peace Convention Britain and Germany agreed to the principle of a permanent International Prize Court of Appeal to include technical naval assessors appeal thereto lying from the highest court in the country wherein the case is first tried. The Times regards the prospects of a [permanent International Prize Court of Appeal at The Hague and the American proposal for establishment of a permanent court of arbitration as most promising.
