At tho Peace Convention Germany, Austria, Italy, Switzerland, Sweden, I Norway, Denmark, Holland, Belgium, Luxemburg, Brazil, Uruguay, Cuba, Ecuador, Hayti, San Domingo, China, Siam, Persia, and Turkey voted in the fourth committee in favour of the United States proposal for the inviolability of private property at soa. Britain, France. Russia, Spain, Japan, Portugal, Mexico, Panama, Columbia, San Salvador, and Monteuogro voted against the proposal. Chill abstained from voting and. there were eleven absentees. This amounts to a negative result since an absolute majority is necessary. AUJio Peace Convention during tho discussion on tho United States proposal for inviolability of- private property at sea, which was rejected, Britaiuaud Germany insisted on the necessity to first settle tho question of contraband and blockade before dealing with tho abolition ot prizes. Professor Maartous argued that the abolition of privateering would enable merchants to benefit from a state of war.

Britain will ask the Convention to adopt the resolution submitted at last Conference respecting the limitation of armaments as the question lias now become more urgent. Baron Von Marschall Vou Bieborstein stated that Germany did not consider tho question pressing. M. Bourgeois, the French representative, personally favours the British position, but France -’considers the question is academic.
