The Daily Telegraph states that diplomats at the Hague consider relations between Japan and the United States have boon really strained since June 20. Japan has taken the position that unless the Federal Government oblige California to cease humbling Japan the latter must consider herself free to act against California. Though the statements from the Hague are based on good authority the Telegraph believes them unduly despondent.
