The United States proposes the establishment of a permanent Court of Arbitration, sitting at Tho Hague, consisting of fifteen judges chosen by different countries, to determine all differences of an international character between sovereign States not settled diplomatically, Decisions to be by a majority of votes, nine judges making a quorum. Britain submitted a pioposal containing 32 articles, strictly defining tho duties and obligations of neutrals in connection with naval warfare.
