It is understood that America’s proposal at the Peace Conference giving immunity to private property has no chance of acceptance unless the powers agree what constitutes contraband of war. France intends to submit a definition.
The Korean deputation to the Peace Conference failed to obtain admission.
Replying to Baron Ito’e interrogation the Emperor of Korea repudiated the deputation declaring that their credentials were forgeries, but it is reported that the Emperor paid their expenses from his private estate.
