CHINESE ON THE RAND.

In the Transvaal Assembly Sir Percy Fitzpatrick declared that the Hetvolk privately offered to agree to retention of the Chinese for education and language concessions, but they had been fettered by the Imperial Government since taking office; therefore self government was non-existent. The Imperial Government secured repatriation by giving the Hetvolk five seats at Witwatersrand, and guaranteeing a loan. General Botha in an indignant and vehement reply, said he and his colleagues would never tolerate Imperial interference and their policy was dictated solely by consideration of the country’s welfare. They were simply fulfilling their election pledges. The last Chinaman must go. The Ministry would uproot the canker and restore healthy conditions. He added that but for the agitation in Britain and the Transvaal defeating the mine-owners there would not be a white miner on the Band to-day, but 200,000 Chinamen. Government would afford the miners every facility to get natives, but the minors must take their own measures to rep'aoo the Chinese. Government would assist the industry, but must never assist one class to dominate another.
