Professor de Martens, in a letter to the Times, considers the second Douma a failure and that its dissolution is a question only of days or weeks. He thinks the only remedy will be the violation of articles 87 of the fundamental law concerning the franchise. The Times characterises this as a Counsel of Despair, and hopes the Czar and his advisers will not be driven to listen thereto. St. Petersburg, April 15.
Krustaloff, whoso exile to Siberia was cabled on November 2nd, has escaped. Thirtv-three criminals m Riga prison attacked and disarmed the superintendent and four warders. A company of soldiers was summoned and order restored after seven prisoners _had been killed and 13 wounded. Niue soldiers were wounded.
