The Premiers strongly urged Lord Elgin not to keep the proceedings private except regarding defence and other matters, the publication whereof would be against public interest, His decision will be announced on Monday. It is officially announced that Sir H. Campbell-Bannerman will be present at the inaugurating of the Conference and will speak. Mr Evelyn Cecil inquired in the House of Commons whether Government would give effect to the resolution of the Associated Chambers of Commerce. Sir PI. Camphell-Bau-nnermau replied that preferential trade occupied a prominent place amongst the subjects for discussion.
The Westminster Gazette declares that Government cannot consent to changes in the basis of tho fiscal system. Sir H. Campbell-Banner-man states that British Ministers will attend tho Conference when the business affects their departments. It is expected that Sir H. CampbellBannerman will offer a cordial welcome to delegates on Monday, but tile barest reference will be made to the outline of the programme. The Times announcement that Sir H. Campbell-Bannerman would address the Conference at its opening has been recieved with general satisfaction. ■ '
