Tho Sultan of Morocco's admission of responsibility for Dr. Mauchamp's murder is interpreted in Berlin as a pledge that Europeans will hereafter be protected and reforms will be unimpeded. Moeeoco, April 9.
The population at Fez has interpreted the Sultan's edict as decidedly anti-European. It is considered at Tangier as unsatisfactory. Even Moorish officials pronounce it unwise that while the German naval division was at Shazen asrned parties were allowed to land and patrolled tho town for 24 hours on the pretext of maintaining order among German sailors ashore. Similar patrols have not previously landed since 1905.
