Mr Haldane, in a memorandum, explains that the special contingent is designed to mett wastage in war, not the needs of mobilisation. Comparison between the territorial forces and the citizen forces of the Empire cannot bo overlooked. The lessons of war have been taken to heart by Natal, Canada, and Australia, and unless we now set our house in order we will be soon compelled to follow where it should be our pride to lead.

The War Office is about to discharge 1000 from the Royal Laboratory at Woolwich, and 800 from the gun factory and Koyal carriages department. Some orders lately issued to the arsenal have also been withdrawn.
