The Kaiser’s speech from the throne, at the opening of the Reichstag, dwelt on the result of the elections, which had expressed united wish on the part of citizens, peasants, and workmen, that the nation’s honor and estate should be faithfully and strongly guarded. Similarly he resolved to conscientiously respect all constitutional rights and preroga tives. (This is interpreted by the newspapers as a reply to the complaints of personal regime and alleged designs on the suffrage.) The Kaiser’s speech foi-eshadpwed that Bills which were before the last Reichstag will be re-submitted'. He expressed his* confidence that peace will continue to be preserved, but he referred in somewhat cold terms to the Hague Peace Convention.
