The Times says Government in the King’s speech deliberately ignored a conference involving the most vital interests pi the Fmpire. Such con--1 temptuous indifference was strange |on the part of those affecting to believe that sentiment was the only possible bond of Imperial unity, liif IL Campbell-Bannerman ought to have been aware that the 1897 conference was net pre-arranged when Parliament was not sitting, but only arose incidentally out of the presence of colonial Premiers at the Diamond Jubilee celebrations. Mr Chamberlain only suggested that the 1902 conference should meet' after Parliament had assembled, and the King’s prorogation speech adequately recognised its Imperial significance. It' is generally inferred from Sir 11. Campbell-Bannerman’s speech that Government seek to diminish the constitutional powers of the Lords and not to attempt reconstruclive reform.
