The field artillery weapons aro so obsolete as to be suicidal if used against up-to date guns. The Light Horse suffers from poor equipment, while the rifles of the militia are largely useless. Volunteer officers consider that the forces are in a worse position than ten years ago. The standard for officers is not high and political influence is rampant.
