London, January 11. It is apparent that Government ynll not risk a contest at Manchester. The Tribune is able to announce that Mr Bryce’s successor will be Mr Birrell. and Mr Birrell’s most probably will be Sir W . Harcourt.
The Tribune declares that the issue with the House of Lords must be faced in earnest. If will be ridiculous to offer Ireland a scheme which she would contemptuously reject. The Liberals cannot ignore their pledges to Ireland, nor acquiesce in what will certainly be vetoed by the House of Lords. It is Mr Birrell’s duty, the Tribune avers, to draft a tentative scheme of transition from the period of sympathetic English govern- ! ment to a full consummation of Irish self - government.
