SPAIN AND THE VATICAN.

Press Association.—Copyright Madrid, January 10. The Spanish bishops have unanimously protested to King Alfonso against the Religious Associations Bill. They say that, if passed, it will produce cruel conflicts of conscience, and those who comply with its enactments will incur the penalty of excommunication with censure, which will also be inflicted for the invasion of papal rights, jurisdiction, and authority. King Alfonso replied that, as constitutional sovereign, and with all due respect to the prelates, he could merely hand the petition to his responsible Ministers, as he had done in the case of all previous addresses on the subject.
