Laymen, mostly Republicans, have made the annual declaration under the French Separation Law in most parishes, and are placing the clergy in a dilemma, inasmuch as the Supplementary Law vests the tenancy of the church in the priest named in such declaration, and the priest must accept it at the hands of the civil authorities. The clericals are unwilling to recognise the supremacy of the nation to that extent.
