PAPATOETOE TOWN BOARD
USUAL FORTNIGHTLY MEETING.
PROPOSAL FOR BOROUGH. The usual fortnightly meeting of the Papatoetoe Town Board was held in the Board's office on Tuesday evening. There were present: Messrs. A. W. Hall (chairman), S. W. Smith, J. E. Death, A. A. TitneweJl, J. Watson and McCullough. The Railway Department wrote in reply to a letter from the Board stating that successful applicants for leases of railway sections would have to submit all plans for buildings to the Department's inspector, and that such plans must comply with the board's by-laws. Sanitary Matters.
The clerk reported that he had received legal advice to the effect that there was nothing to prevent them proceeding with the sanitary dump. The Health Department had given the opinion that the board could not go on with the work unless the County Council gave their consent. Reference to the Act showed that the board must abide by the decision of the county authorities. The chairman stated that the county had been written to, and asked to withdraw their opposition. In discussing the matter Mr. Smith said he thought that the easiest way out of the difficulty was to form the district into a borough and secure the area which would provide a suitable outlet for a drainage scheme. Mr. Smith considered that it was none too soon to consider the formation of a borough. It would take he said, at least twelve months to finalise the matter.
Several members expressed dissatisfaction at the "dog in the manger" attitude taken by the County Council. It was agreed, however, that in face of the opposition nothing would be done. In the meantime the board was in the position that they were without a sanitary dump, and apparently without the means of getting one.
Further discussion resulted regarding the proposal to form a borough, and ultimately Mr. Smith moved and Mr. Watson seconded that a committee consisting of the chairman, Mr. Tiinewell and the mover be set up, to make enquiries regarding the formation of the district into a borough. As the matter was further and more minutely discussed the members became more enthusiastic over the proposal, and the motion was ultimately put to the meeting and carried unanimously.
An application was received front two of the board's employees requesting that they be permitted to put in a week's work in five day-, thus permitting them to have Saturday free during the summer months. It was decided that the matter be left to the Works Committee to deal with.
