A SUPERIOR METHOD.
The intimation given that the Min- j ister of Public Works intends to introduce reforms in respect to conditions under which Government grants and subsidies will be given to local bodies is welcome news. The Minister proposes that a lump sum be given to counties, instead of councils having to apply for individual grants or subsides for each piece of work. The decision as to which job was the most imporlftnt wolild rest entirely with the council. A very important point in respect to the proposed change is that should the council find that it was impracticable to carry out a given work for which money was allocated, it could transfer that money to another job for the time being, paying back for the execution of the origirml work later on In this way the hanging up of allocated moneys will be avoided. The Minister is to l>e congratulated on the sensible view he takes of the matter under discussion, and we feel confident that the new method will meet with the approval of all local bodies.
