The Victory War Loan. Franklin Council's View. Enforce Subscription ! An uncompromising attitude towards persons who are shirking their obligations towards the Victory War Loan was expressed at the Franklin County Council meeting yesterday, when a circular letter was received from the Minister for Finance asking the Council to do what it rouM to induce people to subscribe. The chairman (Cr W. Claud Motion) submitted that the Government should put 'lie complusory clauses into operation. The soldiers had done their part at the war, and the public in general had borne their share of the burden of patriotic donations. Many had subscribed to previous war loans, though they were losing one per cent by doing so, just because they considered themselves under a moral obligation to assist. But there were some who could well afford it who shirked subscription to either patriotic funds or war loans, on the specious plea that they would be forced later on to subscribe to loans. Many of this later not been brought under the compulsory clauses of the previous loan, and were shamelessly shirking the present one. Cr H. Wilcox : Yes, I daw a man sell cattle at a Tuakau salo yesterday at £49 a head, yet this man had not subscribed one penny to the patriotic funds. The Council passed a resolution urging people to help the Victory War Loan, and also placing on record its unanimous opinion that the compulsory clauses should be rigidly enforced against proven shirkers.
